down towards the split. our next stop 66 headed eastbound in virginia. all clear, nice and green. you're moving at speed here through centreville and ending with a glance at 95 headed southbound. near the thornburg area we're getting word of some brush fires taking away some lanes for drivers right before route 3. you're definitely going to want to watch for crews. my advice, avoid this if you can. 95 and thornburg avoid it if you can. >>> hurricane earl is continuing to spin towards the east coast. it's forecast to at least graze north carolina's outer banks or more late thursday but virginia's governor isn't taking any chances. governor bob mcdonnell will declare an emergency later this morning. 9news now's kristin fisher has the latest. >> reporter: well current forecast put the eye of the storm hitting just about 200 miles east of virginia beach but governor bob mcdonnell is not taking any chances. he wants to go ahead and declare an emergency today just in case earl comes closer to making landfall so the national guard and state manual personnel have enough time to get in pl

virginia. it is one solid, steady slow ride from lorton to backlick and going southbound, we were hoping the accident at backlick would have cleared by now but it is still there taking away alet lane. >>> at the top of the hour it is all the about hurricane earl. as howard told us the storm is moving by the outer banks. this is what it looks like in atlantic beach, north carolina. a lot of towns were evacuated ahead of the storm. the delmarva is bracing for a brush with earl later this afternoon. how are things looking right now? >> well, we somewhere are just starting to feel the tropical afcs. the wind has picked up. close to gale gale force. an the winds off the ocean has a tropical feel. so we know something is close but as howard reported really primetime for earl on the delmarva peninsula is yet to come. probably in the mid to late morning. although officials here in ocean city think it will be over by 3:00. even so, this has been an exercise in preparedness. the big gates on the sea walls slammed shut. the final preparations for keeping a menacing surf from destroying the boardwal

the virginia coastline in addition to most of the north carolina. got a map to show you. we'll take another quick look at earl. surf city, north carolina to paramour island, that is under a hurricane watch. the watch has been extended. don't be surprised if later today, it is not extended further north up into maryland, maybe new jersey, up into southern new england later this afternoon. 125miles per hour. that makes it a category three storm. it has lost a little steam overnight. still a very formidable, very powerful hurricane. so tracking off to the north and west at 16 miles per hour. it will be just off outer banks by overnight thursday into friday morning. so we'll see how things start to go downhill here over the next couple of days. for us, just a hot one. right now, we are in the 70s. 76 at reagan national. 70 in baltimore. 71 for you in ocean city. our forecast is easy. lots of sunshine. it will be hot this afternoon with highs back in the middle 90s. 95 intown. 96 in waldorf. 94, one of the cooler spots in winchester. >> lauren demarco in with the traffic. >> we have a li

first accident of the morning and it comes from virginia. southbound 95. watch for it at backlick road. we are losing two left lanes going northbound you are okay. continuing on to 3 t 5 northbound, everything is nice and clear from the beltway to the 14th street bridge. we are tracking 66 eastbound. no problems to report out this way through mass transit to inside this -- manassas to the beltway. north of the district from georgia avenue, continuing in to virginia crossing the american legion bridge and wrapping up with southbound 95 an the bw parkway, smooth sailing for those traveling out of the baltimore area past 198 toward powder mill and beyond. >>> hurricane earl is heading up the east coast. right now it is a category two storm an it is situated off the coast of north carolina and carrying winds as high as 105 miles an hour. the national weather service says it produced a small storm surge an minor flooding. much of the east coast is expected to endure 28 hours of stormy windy weather as earl swirls north. it is expected to stay away from new jersey and other mid- atlanti

coverage live in virginia beach. earlier you were seeing more winds and rain. what are you seeing now. >> still fairly light rain. although i'm getting slapped in the face a little bit and the wind is gusting up to maybe, 15 to 17 miles an hour. you can see the beechcrafts around me blowing good. there are all sorts of signs that say earl doesn't swirl here and so far he is well off the coast. i don't know how familiar you are with the geography but the outer banks stick pretty far east in to the ocean and we recede to the west and earl should remain 150 miles off the coast. look at video we shot a few minutes ago. this is the scene along atlantic avenue and the boardwalk in virginia beach. you can see the wind is blowing pretty good, but not much more than you would get in a decent regular storm, nonhurricane kind of storm in the summer. there are a lot of storm chases who come out. we saw people on the beach at 4:00 in the morning looking for earl and so far not seeing anything that impressed them too much, but there are thousands and thousands of people who came down here for vacat

west virginia just behind the charlestown racetrack. stacey is just back from west virginia with the story. >> reporter: this is a story of unspeakable tragedy and incredible bravery. this is a fire that started in one barn. a witness said it sounded like an explosion and quickly spread to two other barns. trapped inside were 50 racehorses amend the barns burned some nearby horsemen and women, even some charlestown casino workers rescued to try to save the terrified animals. >> if question save a horse's life it is something we do. like a doctor saving a human beings life. we went to the fire an the smoke was too much to go in the barn. >> within minutes of getting the others out the flames were taking over other barns and we were seconds from getting those out. >> they managed to got out 26 horses from that burning barn. the survivors were rounded up and led in to an empty stable that charlestown raceway made available for them. even a few goats that served as companion animals that made it out alive, as well. a total of 27 horses did perish. damage is stimed at 1.2 many dollars

church, virginia. the fire started just after several businesses had opened this morning at the shopping center. it is located at the intersection of hillwood avenue. and some passersby saw the smoke and fire and called 911. firefighters arrived on the scene within minutes but it was too late to save the small businesses. >>> it appeared that the fire had progressed extensively up into the superstructure of the steel. the roofs show signs of collapse. we were able to evacuate the crews before the roof did collapse. >> reporter: we are told about a dozen businesses are affected in all, including an insurance agency, hair salon, deli and a clothing store. fire investigators say there was heavy smoke and water damage and the shopping center will likely be condemned. the cause of that fire is under investigation tonight. >>> well, if you haven't lived it, you are probably cannot imagine what we are about to show you next. a man is murdered as he walks along southern avenue. multiple suspects flee into a nearby apartment building. police but the entire building on lockdown for many h

really hard. they are getting wind driven heavy rains from virginia beach down to nags head. those areas of yellow and orange, the center of circulation of earl is just about 40 or 50 miles to the east of hatteras. but the heavy rains are coming in inland and slamming the beach area there. our local radar not showing rain here but there are a few sprinkles in the northern neck of virginia and bay. some of the rain will be arriving into ocean city in the next hour. and earl, here's the wide view continues to advance to the north. it's a category 2 storm. the winds have decreased since yesterday morning at this time but still a powerful storm moving north-northeast at 16. it will take it up towards new england. closer view of the track showing it will be further out to sea. there's still going to be enough tropical storm force winds, maybe 40 to 50-mile-per-hour gusts at ocean city later today. we'll have temperatures climbing in the mid to upper 90s. and breezy tomorrow near 80. looks like a great labor day weekend. how's the traffic? >> we're starting you off with good news. overni
